Run to waste water issues

I was just trying out my water cooled heat exchanger yesterday with run to waste tap water. I had it running the whole night on full power. Then when I woke up the pressure in the tap was very low. Does the water company has some security feature that lowers the water pressure when someone is using a lot of water?

You just used all water in town.
Its better to use your own well with such systems.
I think using these in appartments is not a bright idea, risk is also people will hear the running water.

Thanks for your reply. Yes I am planning to pick up a water chiller. Just wanted to try the run to waste thing. But I didn't expect that to happen.
